inquired whether Yoik had ^^^n in touch with Albany regarding the - 
camera belonging to INSLER}.9ll^ I advised Nr* idetcher that Supervisor ' 



Tuohy called }ir» Cornelius tnls morning regarding this* 






Ur*'^'letcher informed ms that the laboratory has determined .V>' 
that two different cameras were used in making the film submitted by the '!? 
Albany office to the Bureau* Ur. fletcher stated there is a possibility . 
that INSIERMAN traded in one camera for a newer one since some of the fila 
was rather old. Ur. Fletcher advised me that the Bureau wants to find 
both cameras and he instructed that X call Ur. Cornelius and advise him of 
this*

At 2:4$ pm, I called SAC Cornelius of the Albany office to advise 
him that an examination of the film obtained from INSIERfUlN reflects that .'C r-^ 
two cameras were vised, and consequently, both cameras shovld be recovered .'7 ^ 
from INSIERIitAN* I told Ur. Cornelius that it was my recollection that 
INSl£Rf»TAN had a Leica camera which to did not want to turn over to the ' 

Bureau becapse to wanted to use it during the Christmas holidays* 1 further ; 7.'..-. 
mentioned to Ur. Cornelius that INSXEfU^AN had told the agents that he hsd 
the camera for about 10 years^ but .inasmuch as there apparently is another 
camera involved, INSLER^iAN should b|e questioned as to any other cameras he/.. 7 ^ 
has tod, the idea being that they would have to be located* Ur* Cornelius 
I was advised that if INSIERMAN refuses to turn the camera over to the rei, "tf” : 

I Ur* Donegan, the Assistant to the AG who is handling this case, has stated * ..! 

I he will arrange for a subpoena to be Issued, thus compelling INSLBHMAN to/^ v 
I turn^the camera over to us* I suggested that we do not have recourse to 
\ the'^'subpoena unless we have to and also pointed out that we would have to j'.

Ur. Cornelius stated that the Albany office would attempt to 
obtain the two cameras. He further stated that INSU!R?.!AN'e landlord in"' Hfe’ 
Baltimore should probably he questioned along these lines since to might

I inquired of Vr. Fletcher what the Air P'orce said about the 
material ob tained from DISLERMAN. Mr. Fletcher advised that Jir Foroe 
experts were looking the material over to determine where it should be . s , 
sent for classification when it had to be returned to the bureau fw ; v\ ^ 
transmittal to New York. The Air Force advised that tliey are not in a • 
posiUon to pass on the material locally and Mr. Fletcher a^sed the _ _ _ 

Bureau will probably have to take it to Wright Field. I inf orined Mr. Fletcher

they have against the House film to see if something could be developed. ; 

I told Mr. rletcher that we would get in touch with Albany and instruct

On December <29» 1948y the writer reviewed the Grand «Air7 testimony . 
of WHITTAFkER CKAT'BFRS on his appearance before the Grand Jury on December X7 ''-v--- 
and 20, 1948. Particular reference is made to CKAWBERS’ testimony on Decern- .; . 

in which he goes into great detail concerning his separation from the 
open Conrrunist Party movement in 1930 and his subsequent entry into the under- Y 
ground movement of the Comnunist Party some time in 1931. During the period Y* 
covering several years after his original entry into the underground he op- " Y . - ; 
erated in New Tork City, and it appears that he did courier or liaison work 
and mas the link between *^AX BEDACHT, the leader of the open Communist Party , 
group, and the underground movement during this period. * ..< * ■; 



In conferring with T»r. Donegan in connection with ”AX BEDAGhT, It. Y ? 
was the latter’s opinion that since BPDACHT was no longer in the Party he :r v - 
might be an extremely valuable witness in confirming the story related by ^ 

CHAMBERS in connection with the latter's activity in the Communist Party under—.,

on the lAth floor as is called for in the subpoena which is to be served 
upon him. I exnlained that the reason for this is that by not appearing at the 
14th floor he will be able to evade being interviewed by newspaper men who are . 
regularly congregated there.

had not. He further stated that* due to conditions resulting from ttm etoni^

home since the telephones have been out of order since December 31s t» and 
as of today* the service has not been replaced. Mr. Cornelius stated that 
an agent has been sent to INSI£I9<AN's home this morning but has not called 
the office yet. Mr. Cornelius inquired when INSLERMAN was d\ie to report 
on subpoena and I advised him that INSLERMAN was scheduled to report at. TV. . 
lOtOO this morning* but had not shown up yet. I told Mr. Cornelius we ; V: 
were anxious to learn what results were obtained regarding the cameras. 

Mr. Cornelias advised that the agents ascertained that the Leica camera is 
presently in the INSLER)(AN home, ^e agents also asoertained that INSLERMAN 
has a box camera, in his home. Mr. Cornelius stated that tne Albany office 
assumed that the Laboratory reported that a Leiea and a similar type camera 
were used. I informed Mr. Cornelius that we had not been furnished with - . 

the laboratory report conoerning this; consequently* we would be interested T 
in any type., of camera. - 



Mr. Cornelius advised that until telephone service is reinstalled* 

Wie Albany office will follow this as closely as possible* and he requested f 
that he be advised in the event INSLERMAN is located in New York. 1 told VT’V. 
him we would let him know and requested that Albany notify us should BISIERMAN 
return to Albany.

the Bureau that Mr. Donegan had inforaed me that INShEfMAKlhad appeared 
before the Grand Juiy on 1/3/49 and that he ie ^ing ■

not allow INSLERMAN to talk. IKSLERMAN was quesUoned concerning ^ ,

Bureau, I advised Mr. Leo Lau^lin that Mr. Donegan has requited thatwe 
intexvlew MAX BEDACHT. I infojmed Mr, Laughlin that BEDACHaris an old- 
tine official of the Communist Party and has been a prominent figure in it 
for years. He recently moved to New Jersey where he is in semi-retirement, 
and he was expelled from the New Jersey faction of the Party due to a 
disagreement on policies. I told Mr. Laughlin that he is regarded as O • 
BROWDER man. It was pointed out to Mr. Laughlin that we have no reason , 
to believe that BEDACHT would be cooperativoj nevertheless, Mr. Donegan 
would like us to interview him ioatediately because CHAMBERS, in testifying r 
before the GJ, made the statement that in 1932, BEDACHT called him in and . 
requested him to assist in the underground and arr^gedjp^th CHAHfERS to 
meet an agent of ttie underground by the name of AotHURi^ Through ARIHUR, • v; 
CHAMBERS met an individual by the name of BORIS/^ According to CHAMBERS, he 
acted as liaison between the underground and BEDACHT for about a year 
1932-1933. CHAMBERS further Indicated that he has not been in touch with . 
BEDACHT since that time. I further told Mr. Lau^lin that Mr. Donegan la 
of the opinion that BEDACHT sd^t be called befoiw the House Comndttee on 
the basis of this testimony of CHAtffiERS, and consequently wants BEDACHT ^ v 
interviewed and served with a subpoena at the end of the interview. ^="i ‘ g .' 

T advised Mr. Lankin that Mr. Donegan would like New Toxk agents 
familiar with Instant case to conduct the interview. Mr. Laughlin was in— 
formed that we would send one agent who is working on this case and one 
agent who handled the BEDACHT file before it was transferred to. Newark. 

Mr. Lau^in stated he would che^ on this and let me know if the 
Bureau approved this action. : ; 

Mr. Lau^lln called back and advised ’that the Bureau approved our 
InterviOTing BEDACHT as set out above. He further stated that a 17-page

Ronan advised that this would appear to be significant in this ease and ha 
wanted to know whether we would confirm the information. 1 advised hla 
that inasmuch as this whole matter is a pending investigation, it was 
possible for ms to make any comment whatsoever.

afternoon for Mrs. HINDERS’ home for the Leica. I Informed Mr. i’letohap 
that originally, they wanted 4gent O'Brien, who ie handling thia phase of 
the natter, to make out the affidavit, tmt inasmuch as the affidavit ia to 
be based on the testimooy of INSIERUAN before the GJ, this cannot be done. 
Sir. Hhearty is going to swear out the affidavit and Agent O'Brien can say ; 
that he saw the Leica in INSLBRUAN's possession. I told Ur. ^letoher it 
might be possible to serve the search warrant this afternoon to get the 
Leica.

AUSA Higby at Syracuse, which covers Canbridge, and is attempting to have* . . 
Hi^y draw up the affidavit for the search warrant for INSLERUAN's home in . : 
Cambridge, which warrant will cover the Erneman^Bob camera, the Kodak and 
the Leica. Also covered by the warrant will be the enlarger, the filter and - 
trigger mechanisms for the Leica and aoy other photographic equipment which * 
stay be found. Inasmuch as this warrant will also be based on testimopy ot .

I told Ur. Fletcher that I had talked to Ur. Cornelius shortly before and : 
that Ur. Cornelius was apprehensive about serving the warrants without / 

Bureau approval; that I had advised Mr. Cornelius it was not necessary to fv

Ur. Fletcher stated he is attempting to obtain the film from the . ’ 
HCITA 80 that the laboratory can compare the INSLRRIIAN film with the microfilm 
and the film from Baltimore. I told Mr. Fletcher that it was my understanding 
that any identification would be based not on the lens or any imperfection 
in the camera, but on the frame end maxkings put on the film as it is drawn 
across the frame. On that basis, it is not necessary to have the camera to 
make an identification. Mr. Fletcher pointed out tliat that is wby the 
Bureau is anxious to get the House film back so that the tests can be made, . . 
and also stated that if an identification is made that INSLERMAN may talk. :
